The 10 Greater Manchester local authorities have agreed to introduce a Category C Clean Air Zone. The Zone will be introduced in phases:

 

Monday 30 May 2022 for HGVs, buses, hackney carriages and private hire vehicles not licensed in GM. Thursday 1 June 2023 for LGVs, minibuses, coaches* and GM-licensed hackney carriages and private hire vehicles.

 

Vehicles that do not meet emission standards will pay a daily charge to travel in the Zone. The Clean Air Zone is designed to improve air quality by encouraging upgrades to cleaner vehicles. It is not the same as a Congestion Charge Zone, where all or most vehicles are charged to drive.

 

The GM Clean Air Zone is not designed to make a profit and in a successful scheme, revenues will decline over time as the fleet becomes increasingly compliant. However, any net proceeds would be applied to further deliver the Local Transport Plans of the 10 GM Local Authorities, in accordance with the Transport Act 2000.

What area will it cover?

 

All roads, apart from roads managed by National Highways (such as motorways and trunk roads), with some exceptions, will be included in the GM Clean Air Zone affecting all 10 boroughs of Greater Manchester; Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford and Wigan. How will it operate?

 

The Zone will run seven days a week, 24 hours a day, every day of the year. It will be enforced by a network of Automatic Number Plate Recognition (ANPR) cameras to identify non-compliant vehicles travelling in the zone. The first ANPR camera was installed on Vernon Street in Bolton in August 2021, with around 850 more to follow. Clean Air Zone signage is also being introduced on the highways network across
the city-region.

 

If you run a HGV that is not compliant with the scheme, you will be charged £60 per day from 30 May 2022.[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column width=”2/3″][vc_column_text]

Applying for funding

 

From 30 November 2021 – applications open for financial support to upgrade or retrofit non-compliant HGVs. Up to £12,000 financial support is available for replacement and up to £16,000 for retrofit.

 

Applicants will be able to apply for funding using an online portal, where they’ll set up an account to make an application and get email updates on the progress of their application. Further support will be available online and there will be a telephone helpline available too.

 

To check whether a vehicle would be liable to pay a charge, vehicle owners can visit cleanairgm.com/prepare where they’ll be able to type in their vehicle’s registration mark into the government’s vehicle checker. They can also answer a few simple questions to see whether they may be eligible to apply for financial support to help replace their non-compliant vehicle. The checker links directly to a national JAQU database enabling vehicle owners to input their number plate to check whether they will be impacted.

 

Early application is encouraged to ensure applicants are well placed to access the funding.

 

Applications will be made using an online account and providing all the information required. This includes providing data about themselves, their vehicle and their business and these details are verified through a series of validation checks.

 

Following a successful eligibility assessment and acceptance of the Terms and Conditions of funding, the applicant will be provided with a funding award notification, which will set out the funding options available to them.
